Guangzhou is making every effort to promote the comprehensive development and opening-up of Nansha in 2026. Core measures include striving for the issuance of the “Nansha Overall Development Plan” at the national level, constructing the Nansha Science City to high standards, strengthening the functions of the financial and shipping platforms, and deepening the alignment with Hong Kong and Macao rules. The goal is to build Nansha into a new highland for institutional opening-up in the Guangdong-Hong Kong-Macao Greater Bay Area.

Core Implementation Plan for 2026

Striving for the Implementation of the National Plan: Promoting the issuance of the “Nansha Overall Development Plan” by the State Council, aligning it with the Hong Kong and Macao Policy Addresses and Macao’s “Three-Five” Plan, and clarifying Nansha’s positioning as a pilot zone for institutional opening-up in the Greater Bay Area.

Key Platform Construction:

Nansha Science City: Focusing on fields such as artificial intelligence and biomedicine, expanding the “Hong Kong and Macao R&D + Nansha transformation” model.

Financial and Shipping Hub: Strengthening the functions of the Guangzhou Futures Exchange and the Greater Bay Area Shipping Joint Trading Center, and promoting the establishment of a Greater Bay Area International Commercial Bank. Infrastructure and Industry Synergy:

Promote the fifth phase of the Nansha Port Area project and the Guangzhou section of the Nansha-Zhuhai (Central) Intercity Railway, accelerating the “five-port linkage” (airport, seaport, land port, information port, and digital port).

Establish a comprehensive service base for Chinese enterprises “going global,” and learn from the experience of the Hainan Free Trade Port to relax market access.

Deepen Open Cooperation Mechanisms

Rules Alignment: Compile a list of 99 rules for alignment between Guangzhou, Hong Kong, and Macao, promote their inclusion in provincial-level typical cases, and pilot the 2.0 policy for expanding the opening-up of the service industry.

Industry Collaboration:

Construct a tiered layout of “Guangzhou industries + Hainan policies + global markets,” developing four national-level industrial chains, including clean energy and marine economy.

Leveraging the 70th anniversary of the Canton Fair, create a “one industry, one exhibition” brand to promote the integration of exhibitions and cultural tourism.
